Cheryl is correct about the vagrant (Arthur Malet). He falsely confessed to stealing Aunt Bee's pin, not purse. It was Mr. Dave (Buddy Ebsen) who falsely confessed to stealing Aunt Bee's purse. Arthur passed away late last year.
