In the episode where Barney thought he was being replaced, he committed an offense. He tore up the ticket he was going to give to the "replacement" and threw it on the ground. He should've gotten a ticket but didn't. I guess they overlooked it because he was a deputy. A case of favoritism in the sheriff's office, I think.
