Many years ago I created a master list of every actor who appeared on TAGS, and I counted about 15 different roles for Bob McQuain. Mary Lansing, who eventually landed the permanent role of Emmett Clark's wife Martha, played something like 11 different characters.
It's hard to get an exact count, because the characters they played weren't always addressed by name. For example, let's pretend that an actor named John Doe played a character wearing a cowboy hat and driving an old beat up truck, and Andy waved at this character and said, "Hello, Hank." Now let's say in the very next episode, John Doe is seen on Main Street wearing the same hat and driving the same truck, but nobody ever calls him Hank. Is it still Hank? Probably. But what if actor John Doe appeared in a later episode dressed in a fine suit and driving a new Lincoln. Is he still Hank? Probably not.
