Ted, you are absolutely correct, according to "The Book of Lists". In their publication, they stated that "Barney Hosts A Summit Meeting" was the highest rated TAGS show in the 8 years of broadcast, with a rating of 33.4.
Now a days if a show has been on television for as many as 8 years, everyone makes a big moulage out of the final show. Last show of M*A*S*H, Cheers, Seinfeld, Etc, but when they broadcast the episode "Mayberry R.F.D." on 1 April 1968, not many people gave much thought to it. Even though everyone knew it was to be the final episode of TAGS. Now a days it would be different, and the ratings would be higher.
