I put on my thinking bucket and the best I can think of is that in a lot of areas the closure of businesses were generally in accordance with the local blue laws. Certain stores and shops had to be closed or if they were open, couldn't sell particular items. When I moved to Ft Worth in the late 70s, although many stores were open, people couldn't buy diapers, baby food, formula, or anything baby-related for that matter. Automotive parts like oil, oil filters, spark plugs, etc were on the list as well. The local Skaggs-Albertsons would have entire aisles roped off. Perhaps the Mayberry drugstore was open so folks could have access to critical items - and sell a few non-regulated items (like ice cream) in the process. I'm going to put my thinking bucket back on now. It really is easy to think under there!
