I knew I kept it somewhere.  If you only want to associate relatively small
sound files with events like mouseover, onClick etc have a look at
http://jsarchive.8m.com/audio.html (and be ready to close their dreadful
advertising popups) where the code is supplied both to preload the sounds
and then play them on the specified event.  This lets the Web loonies among
you make an image go Boinngggg  or "Click me!" in a silly voice as the mouse
passes over it but there are (probably) sensible uses for it.  Eg hear
Jemima the Duck go "Quack!".

If you actually want a large sound file played when a link or button is
clicked, such as a 30-second clip of music or someone talking, then it's
better either to link to an .mp3 file or look into doing it with RealAudio
or Flash.  Doing it with RealAudio is just about free and not too hard.
With Flash which will cost you a LOT of money and take a long while to be
good at, you can make the button itself a Flash movie that plays sound
(and/or video) when clicked on.

In most cases you are relying on the user at the other end to do something,
too.  The MP3's won't play unless they have a player installed, like WMP
(Windows Media Player) for instance.  (Not everyoned does!).  For RealAudio
they need to have downloaded and installed a RealAudio player like RealOne,
which has become immensely annoying now they are fighting for survival
against WMP.  Flash needs them to have installed a plugin and I for one just
don't go for it when a popup asks me "Do you want to install and run
$product?" any more so I miss out on a lot of probably very wonderful Flash
movies.  Even WAV files won't run on all target machines, and are pretty
huge and thus slow to download.  MIDI files are very small but can only do
music (usually in the style of a child's honky tonk piano or C&W steel
guitar), not  speech.
