Netscape's CSS support sucks. Deal with it.

You can either not bother sending it a stylesheet (and make sure your site
works without one) or you can kludge together a bloated page with tables for
layout and CSS for very little. 

I imagine glish and bluerobot are both firmly in the former category, and I
know my pages are :-)

I haven't got a clue about your client's Javascript problem, but ISTR that
if you turn off Javascript in Netscape, you lose CSS as well.
