IPs are not very trustworthy.

Many people surf from behind proxies and you'll get the IP of the proxy for
these visitors. Some ISPs (AOL, most notably) are one giant proxy, and *any*
traffic from these ISPs will look like it comes from the same IP address.

Depending on the nature of the abuse you might be able to get away with
setting a cookie on the visitor's computer and not allowing them to send out
more than 5 pages a day... what's actually happening?
