While from a database perspective it might be better to have one table
from the point of view of the client I'd want my congregation separate
from any other congregations. Sometimes the 'best' practices of database
management are the exact opposite of client management or even legal
obligations.
 
You have privacy concerns re the members of each congregation that
outweigh at least to my mind the benefits of 1 database for all clients
separated only by client ID.

There are positives and negatives and I think they apply to any kind of
database. As the number of clients increases, maintaining as many tables
will be a hassle. But if the info about the clients is so diverse that
it cannot be "normalized," then they should be kept in separate tables.
Otherwise, it is preferable to have a single table with unqiue
client-ids.
