I have downloaded a program (BookViewer) which uses  a script which requires
Perl which appears not to be accessible on my machine.

I am using Perl Pack to attempt to install Active Perl 5.6.0.   A window
opens headlined ..\active~1.MSI and reads:

This file does not have a program associated with it for performing this
action.   Create an association in My Computer by clicking view and then
clicking folder options.

Having got there how do I 'create an association'?   (and the right
association, at that)   This is of course windows '98.
