Here is what I learned. 

The bottom line: The center (body/nav) table graphics were separating
since it was a table with a span in it. 

When I first drafted the tables used nice spans (row or col span, merged
cells) but they needed cleanup. To do this I dragged the graphics into a
simple two column layout (for the center table). This was part of a
three stacked tables strategy. I believe that most times using a single
table to do all gets too complicated for the designer and the client.
There are also too many variations across browsers. 

It was not a "0" border or padding issue as suggested by Jon. (And I did
try to work through that one.) [Jon, thanks for the input.]

I'll chalk it up to draft vs. final copy challenge.

I looked in IE6 and Mozilla (which is the same codebase as NN7, I think,
or
close enough).

Try fiddling with the text-decoration styles for images that are links -
when you hover over the images, Moz underlines them, and the gap may be
caused by it reserving space to render the underline.

Setting padding to 0 for images may also be effective.
