Jpeg is limited to 24-bits(?) [maybe 32-bits or 4.29 billion], but it uses 'lossy' compression -- which means you can perceivably lose picture information. [Side note - PhotoShop will save as jpeg with a range of 'lossy' values of 0 to 10 where 0 is the most lossy. On pictures at 640x480, I can only perceive a loss of quality at about 3 and below.] I think most browsers support the newer png graphics format, which I've heard has more features than jpeg (e.g. transparency). The more complex an image is in terms of number of colors/graduations of color the more likely jpg will provide better results. But if you are using Photoshop why don't you simply try both and see which one gives you an image quality/size you are happy with. That's what I usually do in Fireworks, export for the web, preview in gif & jpg at various compression levels until I get one that has the best size/quality ratio and go with that one.
