The first sentence on the Ximian (www.go-mono.com) site is: Ximian announced the launch of the Mono project, an effort to create an open source implementation of the .NET Development Framework.
I think that sentence pretty well sums up the definitional difference at work here. To me, .NET is as open as Java. In the end, the code belongs to a single vendor. Ask MS how open Java is. With .NET there is a standard promulgated by the developer and most determined user of the .NET framework. The MS implementation of the standard is the one that counts in the same way that there is a Java Consortium but Sun has veto power. To me, that's effectively proprietary -- it belongs to an owner who may let you use it and maybe even at no monetary cost but hardly for free. When .NET is open sourced by MS, then it's open. Right now it's like Netscape and Mozilla. NN complies with CSS but somehow Mozilla does it better even though they both have the same source code.
