Hi Jac, Sorry for the late reply but since marketing books is what I get paid for I thought I might be able to assist you in some way.
You say announce his new book so he is probably the publisher and this is most probably standard practice as it is with the publisher I work for to supply your new book information to major book databases and library suppliers but I will mention it anyway. Many bookshops and libraries subscribe to the following service for their book information (i.e. http://www.bookdata.com/), I am not sure if there is a listing fee associated with listing over there but there isn't here in Australia they are actually hungry for more data about any new book. There are many others but I can't think of any other international services off the top of my head.... Ummm another thing you could do is search university course lists for Charles Dickins courses and faculties often have their newsgroups etc. Obviously I know much more about the Australian market but I am willing to answer any questions that you have that I am able to.
