Are there any statistics indicating the % of users that are using dial-up? Is there any way to get this info from a web log?

Now, your real question is your targeted market. Are you targeting only the larger cities in the US? Are you willing to give up on all dialup users world wide?
You could have two prime sections for your web site, 1 for dialup connections with small graphics, 1 for broadband with all the bells and whistles.
