An axis ip camera will do the job and I can easily help you out with it. It's a digital camera that plugs into your lan and can upload images to your ftp server which are in turn streamed by your web server. The technique has been used thousands of times and has always been successful. Though I am in some way affiliated to them - the company I work for represents thme in Mauritius - I can say that I've been testing many of those ip cams available on the market and really went mad on the axis one. I really recommend it. Sorry I was not allowed to speak about a product I'm affiliated with, but I know that your solution may lie there.
