If you use FP extensions to publish do you have ftp access to the account? Some host will make you choose one of the other and if you have the FP extensions then they turn off ftp because they do not want to extensions to get corrupt.
It is also possible that the ftp and frontpage http password is not the same. Also when you ftp in you may not be in the same folder that your FP web is in. For instance on one of my domain hosts if I use FrontPage to connect I end up in the www folder but if I open the web with ftp I'm in the folder above the www folder where I see the www folder, the database folder and the log folder. Frankly if you are using FrontPage bots it would be best if your partner also used FrontPage (doesn't have to be the same version) to do their updates unless he knows what he is doing with ftp and understand the FP extensions he can end up breaking page functionality.
