Jac, I'm not sure I understand which you want to do. Transfer one layer of a multi-layer image to Fireworks, or grab all layers to move them to Fireworks. Can you clarify that? :)
One layer - Make sure that you're actually on that layer, & that it's visible. If it won't co-operate with a drag & drop (I don't have Fireworks to test it), then do a select all on that layer before you copy&paste... It should work - I do this between Photoshop & Freehand
If you want to do all layers, you have to do a 'merge visible' first
