In the book I am trying to 'learn and make' from this is an input line from a sign up form.

I do the same thing. When the form is displayed initially, with a simple link to the script, there are no values in the $_POST array so $_POST['last_name]' is blank and the result is value=""
When someone fills in the form and posts it back to the script $_POST['last_name'] may have a value. The script should do some error checking for missing input (or whatever else it requires). If something is wrong then the form will be redisplayed but with the user's input for last_name and the other fields echoed. This is much better than the usual instructions to 'go back and complete the form'.
Does that make sense?
