Ask them to provide you the correct url. That's all you really need is the correct path to the image location. Wouldn't exactly call it programming problem since one you have the correct url all you need to do is put it in like any other image link.
When you get a link sent in email you might want to try running it though notepad since a lot of email is sent in html format and that can cause problems when copied and pasted into a web editor (it picks up the hidden html code and your getting a second copy of the href in there sounds like that maybe what happened).
