Thanks everyone so much for your input. It seems as though the consensus is that #2's layout is too cold and that Latin should not be used (thanks rudy). The columns for both layouts will be filled with internal promotional information (recent updates, latest news, etc.).
I absolutely hate the tabs because there is no room to expand if they want more menu items. I'll try a variation and see what they say! Maybe the important thing to remember here is that you're doing a work for hire and sometimes we don't see eye to eye with the client, but they're still the boss. Now, I'll certainly raise a stink over certain things ('no!
