I have to agree with Stephen on this one if the customer wants 2a and 2b to be the same level as the whole numbers a "fake" list is the only way to do. Semantically Stephen's example is the correct way to do it.

If the customer insists that the list should be constructed this way, I guess I'll have to go the route of faking it with DIVs like your second suggestion.
