There's a wealth of information inside the Windows XP Help Centre telling you how to do it - I would strongly recommend reading through it first.

However, in a nutshell you will need Windows Messenger running and logged in on both machines (NOT MSN Messenger - it's supposed to work fine but I've never been able to do it). Note that you will need 2 different Passport IDs to do this so each machine is logged in under a different ID, and also add each ID to the other's Buddy list. You would then send a Remote Assistance request from the machine you want to control to the other Passport ID logged in on the other machine. Simply accept the request and let it run.

You will need to check that you can send and receive Remote Assistance requests on both machines: go into the System Properties in Control Panel and have a look at the "Remote Assistance" tab.
