Is there some software that came w/the mouse that gives you settings to go through that perhaps you've not done yet or have gone wicky wacky for some reason? I believe I even had software once (might be the tablet pen, though - can't remember) that even offers a "region" for the pointer/mouse and that could be off kilter. I always buy Logitech so not familiar with Belkin software for mousing. Is your mouse pad perhaps that kind that has a coating on it that makes it slippery? I found that some mouse pads can cause some funky things to happen when mousing. Perhaps try a different mouse pad? Is it possible that your mouse pad is not sitting level, or that there is a little something caught underneath the mouse pad that's maybe to small to notice w/the eye but your mouse finds it when you hit that certain area?

Those are pretty basic thoughts and my guess is you've already gone through all that but thought I'd mention it because it's things that I've had mouse trouble with in the past.
