Even if every mail server were properly configured (and we are a long way from that), unless people stop responding, you can't eliminate spam. Spam exists because it makes money.
You can cut down the amount you receive. One way is to let your email client filter the mail along with insisting your isp do so or changing to an isp which does. They take more effort than they are worth in general. But that's a matter of personal choice.
