I looked at the osCommerce site and they have the option of a "Review" button in the cart, but the client wants the button next to the product. That's why I am thinking bulletin board . . . I will find out about the database.

use a DB

I think the XML would be the trickiest (depending on how well you know XML)
but favoured option over a flat file (which, in this instance, probably
wouldn't work)

If you are so inclined you could always try Zen Cart and heavily template
it... Zen Cart has product reviews built in y'see (along with loads of other
cool stuff) and it's Open Source :-)
