I can't think of a good solution that would avoid the need for a
knowledgeable programmer. You could certainly have a SQL or Access database
that would use the Excel spreadsheets as a data source and present the data
as HTML pages on a Web site. Updating online would need scripts eg ASP to
take user input and apply to the DB as SQL queries. For users without
Internet access, they could be sent periodic updated spreadsheets to view,
and have some procedure for sending back a change request to a central
coordinator, who would then apply their changes online.
But as I say you would *have* to have a competent programmer to set that up
for you. Or learn ASP and SQL...
Preferably don't ask the student doing a summer job in Marketing, who won't
be around the first time a change is needed or a bug found.

I have to create a website, using data that is currently in Excel

to be able to distribute it to people who do not have internet access
(and have old PCs etc) so they can make changes.
I have thought about databases, WIKIs and portals but I don't know
