No, you're spot on.

Email should be text anyway.  If it has to be HTML (ugh), keep it a simple
design, and don't expect it to be perfect.

The only way you'll get it pixel-perfect is with the whole email being an
image (no, I'm not being serious, don't go there.... it'd be stupid,
hideous, wasteful, and the majority of spam filters would probably eat
it).
