Re-reading your message, I see you need each unit to be either not part
of the course being edited, mandatory, or optional.

You could use radio buttons, and list the units like:

That way, all units are listed, there's no need for Javascript to be
enabled, and it's clear and simple how to operate it.  It should also be
easy to act on the data when it's submitted to the backend :)

Would that work for you?
