Well since the poster said they already had Dreamweaver I figured they would
probably want to keep using that program.

Or if you don't have a couple of hundred pounds to spare, check out  
www.aptana.com - it's an open source development environment sith  
support for just ab out anything you want (it's based on eclipse) but  
by default it includes Adobe AIR, almost all of the Ajax libraries and  
PHP.
