1. It's a denial-of-service attack disguised as a chain letter.
Most ISPs, education institutions, companies, etc., have policies
against propagating chain letters for just this reason.

Not to mention that, at least of all the ones I've ever seen, precisely
zero of them have been legitimate.

2. It's a variation of a well-known hoax involving the American
Cancer Society (there IS NO American Institute of Cancer) who have
been hit with it so many times that they now have a page at their
web site debunking it.

I'd recommend forwarding comments similar to this back through the
chain to all of the people who received your copy in order to
(hopefully) catch them before they propagate it further.
