If you think it through, there is no way that such a request would EVER be
legitimate. 1. How would an institute know how many people an email had
been forwarded to? (There are no instructions to forward it back
anywhere).; 2. Why would an institution come up with something so cruel and
arbitrary? (We will give you treatment based on how much spam mail you can
generate!)

IOW, as I pointed out to the original poster in a private message...if it
sounds not quite right, I can guarantee you it is 'not quite right'.

This is a variant of an urban legend/email virus that has circulated on the
net for years now.
