Not off topic at all.

I'm not sure about the specifics of PeopleSoft .... but turning paper docs into web 
delivered info is a normal kind of intranet challenge. One group here uses Seros -- 
you've got the new Oracle8i [which mimics Seros, at least in its description] - even 
Cold Fusion [PDF to HTML demo'ed at last seattle user group meeting]. What format is 
the paper documents in?

Basically, for long term maintenance, he needs to get his content into a scalable 
database and deliver info via web templates, IMO.
