Going to answer my own question here.
FMPro will create html pages on the fly if you configure it as such. Be sure to
check settings for each database.
You can customize your own html files. They must be in the web folder or
below that. But if you have configured the database for instant publishing then
there is no customization. You must choose the customization option for each
database.
Just thinking that someone may read this in the future. If I haven't been clear
