The use of the Reply-To in lists is handled in various unexpected ways by
both mail readers and listservers. These unexpected results are one of the
main technical reasons why Reply-To-List configurations are not recommended.
To answer the question (though I am not the list-owner): the list always
adds the Reply-To for the list. But some folks may have a Reply-To header
set in their mailers. When the listserver gets one of these messages, it
tacks on its own without removing the pre-existing header. Whether it adds
it before or after the mailer-supplied header is a function of random
chance and/or the list management software.
When you, the recipient, hit Reply, which header is used? The first? The
second? Both?!? Unpredictable and non-standard behaviors on both the reader
and listserver side lead you to the "which way is it going to go this
time?" situation that you describe. Caveat Sendor. :)
