Contrary to popular belief the USPS is not part of the
government.  Rather it is a separate entity that generates it's
own profit and keeps that profit (now at over $1 billion in
retained earnings).  They are a regulated utility, much like the
telephone company or power companies were --  they need to ask
Congress for a rate increase.  There are some folks who would
like to see their profits go into the social security system.

The USPS had a large booth at a Net show in the Javitts Center in
NYC earlier this year.  Look for new innovations -- like postage
from the Net (in Beta at two cities now).  

When my son was art director at a major ad agency in NYC, one of
his clients was USPS.
