I know that in some cases they do. I recently had to change the ownership
info of my business domain, http://www.totheweb.com/  It was set up under a
business name I used in Singapore. Then after moving back to the States I
changed the name of my business. The only way that Internic would accept
this is if I used their forms and had them notarized, then mailed them to
Internic.
