Yes it's RAM, and I'm not sure it was coming from Gates' mouth
completely.  They contracted with IBM to develop MS/DOS.  It was
originally designed for 1 MB, but IBM said we don't need all that
memory, so let's use 640k, and give us the difference for our
drivers  (IBM did that often, even back to the days of the 1401
computer and SPS/Autocoder programming).  Later something called
HIMEM (High Memory) was developed to use the higher end of the
1MB that wasn't being used by the drivers.

And it's  factor of 100.
