I'm tempted to email every Democratice Congress person up for reelection
this fall with the suggestion that they use as their campaign slogan, "A
vote for a Democrat is a vote against Ken Starr." Regardless of how people
feel about Clinton, Starr seems to be the most hated man in America right
now. I hope the whole mess blows up in the Republicans' faces.

Last night on public TV, Charley Rose interviewed a Harvard law professor
whom he described as being one of the most highly respected experts on
Constitutional law in the US. I believe the professor's name was Tribe. His
very reasoned opinion was that the impeachment process was originally
intended to be used to dispose of presidents who had, like Nixon, attacked
the very fundamentals of US institutions. He felt that to dispose of
Clinton because he has lost trust or morale leadership would run counter to
the spirit of the writers of the Constitution by reverting to parlimentary
law, where, as in countries like the UK, a Prime Minister can be dispatched
by a vote of no confidence. He seemed to feel that it was more in keeping
with the spirit of the Constitution to simply let our limits on the length
of time a president can serve in office take care of those in whom we've
lost confidence. He also spoke of the need to look at the harm the process
of impeachment does to the country and compare it with the relative harm
that the president has done to the country. Though he didn't seem to be a
great Clinton fan, Tribe's arguments against impeachment based on
Constitutional law were quite persuasive. Unfortunately, I believe the
Republican members of Congress are practicing politics, not Constitutional
law.
