Any GIF animation tool I've used for Win95 will allow you to edit individual 
frames, usually by copying the frames in question to your graphics editor 
of choice, then pasting them back into their proper place in the sequence. 
Since all animated GIFs are merely a sequence of ordinary static GIFs 
displayed in quick succession, it should always be possible to cut, copy 
and paste individual frames.

PaintShop Pro 5 has a decent GIF animator built-in, which lets you do 
simple editing (erase, paint, etc) frame by frame right from the application, 
or conversely to launch PaintShop itself to edit a given frame.  Works 
great.
