Well all the qualified people have already been hired; that is why we 
have the shortage you have heard about.  

I, oddly enough, would look at the urls of the sites they have 
created.  If someone claims to be a "web expert" and they do not have 
their own url then I would not believe them.  It would be as likely a 
writer without writings, an artist without paintings, or a singer 
without songs.
