Changes to admin, tech and billing contact info *can* be changed by the
admin contact without the tech contact approving. These changes can also be
approved by the tech contact, but if the admin contact approves, the tech
approval is not needed. That's what my experience has shown, at least, and I
think the NIC docs back it up.
The billing contact *may* request changes, but they must be approved by
either the admin contact or the tech contact (go figure).
Problems frequently arise when an email address for the admin and/or tech
contact are no longer any good. I recommend making sure that those email
addresses are always "good" in the NIC records...at the very least, make
sure that the admin one is. If your admin email address is bad and you want
to change your IPP, you will need to get approval from the tech contact
(usually at the current IPP), which can be a pain if they are not cool about
it. It's at *that* point that sometimes a fax, on company letterhead,
matching the Org name, signed by the president of the Org, with tracking
number on it, will be necessary to make the change happen. And the NIC
almost always loses the first, if not the second, fax. I recommend following
up all sent faxes with phone calls within a few hours and getting a name of
the person you speak to at the NIC. From my experience it is NEVER safe to
assume that the NIC got the fax.
For repeated "fax lost" problems, I ask for a direct fax number that I can
use while I am on the phone with the NIC...they have always obliged.
As Mike mentioned, faxes are also required for changes to Org information,
so be sure that the org info is the way you want it when you setup the
domain, otherwise the NIC fax (lasck of) system will be in your future. Fax
changes for Org info also require the stamp of a notary.
Another reminder: if you have a handle at the NIC, make sure you keep a good
email address on it.
