this probably won't be the most satisfying suggestion, but i'd say to take
your friend out for drinks, spend the evening bad-mouthing the developer in
a very loud bar where nobody cares what anyone else says, then shake the
dust off your heels and move on. life's too short for a drawn-out battle
with a nitwit. even the 'short, sharp shock' approach loses out in the
long run.. it sounds like fun at first blush, but you'd be amazed how much
paperwork you have to do after tying even /one/ person to a radio tower in
a lightning storm.
if you have backups of the original version of the site, use those as
research materials for a new version, but build the old designer completely
out of the thing. if you keep anything she's touched, you just open
yourself up to a running battle, regardless of who has god on their side.
build her out, and every keystroke is another nail holding the door shut
against her. if she has any illusions that holding the site hostage will
get the contract back, that will be the most demoralizing thing you can do
in the long run.. especially if you can make the new version *better*.
