OK... the short answer is roughly, "Yes, yes, yes, yes and yes" :)

Screen savers can be programmed from scratch in C, VisualBasic and what 
have you.  If you're programming for Windows there is a screen saver 
library available that most programmers use; you create a source code 
module containing three required functions and link them to the screen 
saver library.  Microsoft has some general information on this process at:

However, there are numerous applications available these days that 
eliminate the need for programming; they do everything from create simple 
slide shows at the low end to integrating multimedia of various kinds at 
the high end.  And yes, you can use Macromedia to generate screen 
savers.  And there are various ways of compiling screen savers as 
standalone "applications".
