Here in italy we have a long and great tradition in wasting money
expecially in public structures...
As an example at my college there are ramps (yes ramps not
stairs) to reach the lifts for disabled... well they are so inclined that
in winter you can see Alberto Tomba doing his training there.
We have also ramps on the pavements, but often you have to jump
10 cm from the end of the ramp to the asphalt.
Recently my mother went to a public healt center for my father. My
father needed a visit for motorial riabilitation... there was a special
lifter to climb the stairs but unfortunatly the surgery for the visit was
in the basement.
Well... mabe not evrybody who need health care has mobility
problem but I think that 100% of people who need motorial
riabilitation have motorial problems ???
Very often the added cost to realize "special" structure for
unimpaired people is due to lack of clever design.
Clever design has its cost but the cost of a poor design are higer
and tend to grow exponentially...
