I'd suggest hitting www.junkbusters.com. Laws obviously depend
on what nation you live in. A friend told me a fairly amusing story
about using a junkbuster's telemarketing "script" from junkbusters.

You see, there are certain questions telemarketers are required
by *law*, with fairly dire penalties, to answer. The script walks you
through the questions, which also includes walking you through the
process of making sure they never call you again. The fun part comes
in when the telemarketing zombie keeps trying to go back into his/her
preprogrammed spiel, only to be constantly brought up short by questions
they have to answer.

Of course, you should keep track of these people, particularly
logging dates & times of calls and identities of companies you've
asked not to call you again. If you were feeling really nasty you
might set up a dual call-recording system, archiving recordings of
telemarketing calls against the off chance a telemarketer will say
something actionable.

There's lots of other really interesting and useful info on
junkbusters.com. I encourage everybody to check it out.
