It seems you might be placing too much emphasis on search engine 
placement.  It takes time. How long has this site been up?  Has it 
been indexed by all the engines you want it indexed by?  

I think it is important, and easy, to set the meta tags, titles, 
directory names, file names, alt tags etc., if, if you consider all 
of this prior to writing the site. It seems you have done this.

Is the site framed? Have the search engines spidered your site? You 
can verify this in your logs (and perhaps Javilk has a script to tell 
you which engines spidered which of your pages and when).

But if you are interested in promoting the site then search engines 
are just a small part.  Read some George's posts on how he promotes 
sites.  

As I have mentioned before, I am building a database of pages which 
just list pages of a similar topic.  I imagine that our promotion 
department (not me) will then search this database (or view a topic) 
to get a list of these pages and contact their owners to get our site 
on that page.  These pages will usually be owned by an individual who 
will just manually enter your link.  And if you recall Jack said that 
Google uses pages such as these to help rank sites in its search 
engine.
