Depends on how it's done. "spam" is just a slang term for UBE, and
if what they're doing meets the "U" and "B" criteria (unsolicited
and bulk) then it's spam. They may be trying to disguise it by
asking people to submit others' addresses, but that just allows
their site to be used as an anonymous mailbombing service.
