Oh hey, I like gratuitous mouseovers as much as the next site designer.  
Us 'em myself quite often :)  But yes, in this case one assumes that the 
"popped up" tables of contents will be links, which they aren't; and when 
one passes the mouse over the non-links they disappear and yet another 
image pops up (well, actually the default image for that cell, but it's still 
totally confusing.)

Actually, I'm not sure about that... I found the PCDocs site while looking 
up search engine applications: the freeWAIS links I found were mostly 
dead, and a link to www.wais.com -- which I assume (but don't know for 
certain) is the original WAIS project -- automatically redirects to the 
PCDocs site.  Either way, WAIS, in whatever incarnation, seems to be 
somewhat moribund by now...
