Report: Microsoft overcharged by $10 billion

Microsoft has overcharged consumers worldwide $10 billion even as
     prices in the computer industry generally have declined, a report by the
     Consumer Federation of America and other groups said.

Consumers are overcharged because Microsoft uses anti-competitive practices
     to dominate the software market, said Mark Cooper, the federation's director of
     research.

The consumer groups, including the U.S. Public Interest Research Group and
     Media Access Project, said today that from 1996 through 1998, Microsoft's
     profits rose from 25 percent to 35 percent while the profits of all other computer
     software remained at 6 percent.
